Lock asset to prevent delete when Purging

Add an asset locking feature to prevent deletion when applied purging. this is really useful when you are doing CMF sessions on a product and want to keep material. but because the nature of this job is to try a lot, at some point I need to use purge, but I don't want to delete unused assets.
